If you win a fight your power level goes up by three, if you tie, it goes up by one, if you lose a fight it goes up by one. A sayan does not gain super sayan till he/she reaches a power level of 200. at 400 they can then become ss2. at 600 ss3, 800 ss4, at 1000 ss5. when they reach a power level of 2000 they reach a final stage stage called ULSS.
